The Agboyi-Ketu Local Council Development Area (LCDA) in Lagos State is proposing a new environmental bye-law that would require every household to place a waste bin or waste drum in front of its residence. Under the proposed law, violators could face a ₦50,000 fine or up to six months’ imprisonment if found without one.
The proposal was presented during the Agboyi-Ketu LCDA Legislative Week as part of a public hearing on amendments to the council’s existing bye-laws. According to the Majority Leader of the Sixth Assembly, Rahman Ademola, the review aims to address gaps in the current legislation and strengthen environmental sanitation.
The proposed bye-law would also criminalise:
- Open defecation in public places and drainage channels.
- Indiscriminate dumping of refuse, construction materials, and other waste in unauthorised locations.
- Failure by households and compounds to provide a waste bin or drum for proper refuse disposal.
Ademola said that if the bill is passed and signed into law, copies would be distributed to police stations, markets, and community associations to ensure residents are fully informed. He added that the Agboyi-Ketu Environmental Task Force would enforce the law, leaving “no excuse of ignorance.”
The Chairman of Agboyi-Ketu LCDA, Adetola Adunni-Abubakar, said the initiative is intended to improve public health and environmental cleanliness, stressing that governance should focus not only on infrastructure but also on improving residents’ quality of life
