The Federal Executive Council (FEC) has approved a sweeping reform of the National Youth Service Corps (NYSC), including the scrapping of the traditional passing-out parade and the extension of the orientation camp programme from three weeks to six weeks. The reforms were approved at Monday’s FEC meeting chaired by President Bola Tinubu. 


Under the new structure, the six-week orientation programme will be divided into three phases:


  • First two weeks: Civic responsibility, national values, and leadership development.
  • Second two weeks: Career mapping, financial literacy, business planning, and access to finance.
  • Final two weeks: Specialised training based on one of 11 career streams selected by each corps member during registration.  



The reforms also replace the Passing-Out Parade (POP) with a graduation ceremony, introduce a redesigned NYSC uniform, and provide for the scheme to be headed by a civilian Director-General instead of a military officer, while the military will continue to provide security at camps. 


Additionally, corps members will now register under one of 11 specialised streams, including Agriculture, Medical, Education, Tech and Digital, Legal, Public Service, Infrastructure, Green, Enterprise, Creative Economy, and Paramilitary/Security Corps. The Federal Government said the changes are aimed at making the NYSC more skills-driven, career-focused, and aligned with Nigeria’s economic development goals. 


To implement the reforms, FEC directed the Attorney-General of the Federation and the Federal Ministry of Youth Development to amend the NYSC Act and relevant regulations to give the new framework legal backing
