President Bola Tinubu has nominated Rabiu Abdullahi Umar as the new Chief Executive of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), following the removal of Saidu Mohammed from the position. 


The presidency said Mohammed’s removal was made “in the public interest” and in line with the provisions of the Petroleum Industry Act 2021, adding that the leadership change is aimed at strengthening regulatory effectiveness in Nigeria’s midstream and downstream petroleum sector. 


Umar’s appointment is subject to Senate confirmation. Pending approval by lawmakers, the most senior official within the authority will oversee operations in an acting capacity. 


According to the presidency, Umar brings over 25 years of experience across the energy, manufacturing and infrastructure sectors. He is a graduate of Bayero University, where he studied Accounting, and is also an alumnus of Harvard Business School. He has previously held senior leadership roles in Nigeria’s industrial and energy sectors, including positions linked to major private-sector operations. 


The appointment marks the second leadership change at the NMDPRA in four months, a development analysts say reflects continued restructuring in Nigeria’s oil and gas regulatory landscape as the government pushes sector reforms. 


President Tinubu thanked the outgoing chief executive for his service and said the administration remains committed to appointing capable leadership to strategic regulatory institutions to advance energy security, sector reform and sustainable economic growth.
