The Federal Government has warned that federal civil servants who fail compulsory promotion examinations three consecutive times risk losing their jobs under existing public service rules.
The directive, issued through the Office of the Head of the Civil Service of the Federation, applies particularly to junior officers on Salary Grade Levels 01 to 06 sitting the 2026 Compulsory Promotion Examination (COMPRO). The examination, which will be conducted as a computer-based test, is described as a statutory requirement for career progression in the federal civil service.
According to the policy, any officer who fails the examination after three consecutive attempts may be required to resign or withdraw from service in line with Public Service Rules 060203 and 060204. Officials said the measure is intended to enforce discipline, competence and performance standards within the public service.
The examination is expected to test candidates in areas such as English Language, Public Service Rules, Financial Regulations, General Paper and Computer Literacy, among others. Ministries, departments and agencies have been directed to ensure strict compliance with the policy.
The development has generated concern among workers, especially as the rule ties job security to repeated examination performance, though government officials insist the policy is aimed at strengthening professionalism rather than punitive downsizing.
