Confirms Termination of Olusco Arrangement, And Urges Wider Probe of Alleged Land-Fraud Network
Abuja, Nigeria — August 21, 2025
The Performing Musicians Employers’ Association of Nigeria (PMAN), the lawful title holder to Plot 504, Cadastral Zone B00, Kukwaba, Federal Capital Territory, announces that it has received and reviewed the Investigation Report issued by the Inspector-General of Police (IGP) Monitoring Unit concerning activities linked to Olusco Heritage & Investment Ltd and Mr. Olufemi Olumeyan on PMAN’s property. According to the Report, the Monitoring Unit has recorded a prima facie case that includes Obtaining Money by False Pretences, Cheating, Threat to Life, Violence, Assault, Causing Harm, and Conduct Likely to Cause a Breach of the Peace in relation to unauthorised dealings over Plot 504, Cadastral Zone B00, Kukwaba, FCT. PMAN expresses profound appreciation to the Nigeria Police Force for the professionalism and diligence demonstrated throughout the inquiry.
In April 2023, PMAN and Olusco signed a Joint Venture Agreement (JVA) that expressly contained a condition precedent: a specified premium was to be fully paid to PMAN before the JVA could “come into effect.” Olusco never paid the premium in full, leaving the JVA legally inchoate and unenforceable. While PMAN repeatedly sought compliance, troubling signs emerged that, despite lacking an enforceable mandate from the Landowner, Olusco was offering plots/units to the public.
As PMAN pressed for transparency and lawful mobilisation on site, Olusco complained of funding constraints. PMAN’s President, Pretty Okafor, subsequently introduced an international investor for the Monaco project. In an episode PMAN considers wholly inconsistent with international best practice, Olusco allegedly asked that the investment funds be paid into a personal account—a request PMAN firmly rejected.
When PMAN increased its scrutiny—particularly amid credible rumours of unauthorised off-plan sales—there followed a campaign to undermine PMAN’s lawful leadership, including efforts involving Mr. Boniface Itodo (a former PMAN General Secretary) and Mr. Zakky Azzay, whose names were later cited around unauthorised activities. The Nigeria Police Report further records governance clarifications within PMAN—suspensions/dismissals by the National Executive Council—and highlights that impostors and dismissed officials continued to misrepresent themselves as PMAN leadership, contributing to public confusion and alleged criminality.
In the midst of these tensions, and by February of the following year, PMAN received credible documentation indicating that Olusco had entered a separate “Development Agreement” with G & D Building & Engineering Ltd, under which ₦350,000,000 (Three Hundred and Fifty Million Naira) was paid to Olusco, while G & D also incurred significant site costs (roadworks and other preliminaries). When the relationship soured, Olusco repudiated responsibility, denied signatures, and, according to reports to the Police, mobilised thugs to disrupt operations and intimidate workers. G & D petitioned the IGP; the IGP Monitoring Unit investigated and has now issued its Report setting out the prima facie findings referenced above.
In parallel, PMAN took steps to protect the res and the public. On 7 December 2024, PMAN formally terminated the Olusco arrangement—citing the unfulfilled condition precedent, attendant breaches, and the unfolding risks to the public. The termination letter stands. In coordination with law enforcement, PMAN strengthened perimeter security at Plot 504. During a recent police-supported dispersal of an unlawful incursion, tear gas was deployed; one individual fell and sustained a minor knee injury while fleeing and is receiving care at a police hospital. Contrary to sensational online claims, no person was shot, and the Nigeria Police Force acted lawfully and professionally to keep the peace.
The Police Investigation Report, now available to authorities and accredited media upon request, sets out the alleged pattern of misrepresentation, unauthorised sales, intimidation, and disorder. It also notes the roles of Mr. Boniface Itodo and Mr. Zakky Azzay in the broader context of misgovernance claims and continued impersonation that misled the public. PMAN emphasises that all persons named in the Report are presumed innocent unless and until guilt is established by a court of competent jurisdiction; the Association will not litigate the case in the media and will defer to law enforcement for operational detail.
To protect victims while preserving PMAN’s rights, the Association has victims to step forward with complaints. PMAN is also cooperating with the IGP Monitoring Unit and relevant agencies on fund-tracing, title safeguards, and prosecutions where appropriate. No transaction, sale, allocation, pledge, or advertisement on Plot 504, Cadastral Zone B00, Kukwaba, FCT is valid without PMAN’s written consent.
Individuals who paid any monies to Olusco Heritage & Investment Ltd / Mr. Olufemi Olumeyan (or their agents/affiliates) for plots or units on Plot 504, Cadastral Zone B00, Kukwaba, FCT, should come forward to lodge formal complaints at the IGP Monitoring Unit.
PMAN records its gratitude to the Inspector-General of Police and the IGP Monitoring Unit, for the measured and highly professional management of a complex, sensitive situation. The Association will continue to cooperate fully with law enforcement and regulatory authorities to protect the public and the integrity of title at Plot 504, Cadastral Zone B00, Kukwaba, FCT.

PMAN will not release sensitive personal data or evidence that may prejudice ongoing investigations, but will facilitate in-camera review with the appropriate agencies and the court where required.
